3.) The link below represents the updated Franklin Springs Project Timeline including County Intergovernmental Agreement With Franklin Springs
4.) The Intergovernmental Agreement made on February 3, 2025 between Franklin County and Franklin Springs regarding a wastewater treatment facility with an initial capacity of 2.0 million gallons per day, and such capacity can be expanded in phases to 4.0 gallons per day can be found here.
Important take away is at the 4/7/25 meeting Franklin County BOC mentioned feeling rushed to sign the IGA that says Franklin County (266mi² ) would utilitize 0.9MGD while Franklin Springs (2.1mi²) would utilize 1.1MGD initially totalling 2MGD but would reach 4MGD. Also important to note the EPD document (see line 7 document) states there would be industries [plural] and the 4MGD would just be for the Pilgrims Pride ≈36 acres (4x size of Douglas, Ga). One might argue this is confusing with many of the mayor's statements.

I will add to please review the live video posted on Advance Franklin regarding the statement Mayor Lee Moore made regarding 1.5 million gallons and then review the above document of the Intergovernmental Agreement.
